Three different processes
What “hand count” can mean

Original count
Votes are tabulated by hand as the election’s initial counting method, following Chapter 65 procedures.

Post-election audit
A required sample of paper ballots is counted by hand and compared with electronic results under Section 127.201.

Recount
A separate, formal process requested after an election under Title 13, with its own eligibility, filing, and deposit rules.
